About DDDB
Our coalition consists of 21 community organizations and
there are 51 community organizations formally
aligned in opposition to the Ratner plan.

What Would the Worst Case Be?
We've been raising this issue for a long time...
In response to the community's request that the Environmental Impact Statement (EIS) address security and the threat of terrorism, in the Final EIS the Empire State Development Corporaton states in Chapter 24, page 235:
"Emergency scenarios such as a large-scale terrorist attack similar to the World Trade Center attack, a biological or chemical attack, or a bomb are not considered a reasonable worst-case scenario and are therefore outside the scope of the EIS."
Brooklynites and New Yorkers deserve a design review of "Atlantic Yards" by NYPD,
OEM and other appropriate agencies, in the context of security and terrorism.
The review should be as transparent as possible.
Why such a review?:
- 20,000-seat glass walled arena with over 200 scheduled events;
- Surrounded by glass walled skyscrapers;
- Built over a major transportation hub (which was the target of a foiled plot
in 1997);
- Located, with barely any setback, at one of the busiest traffic intersections
in the city.
Over half of the Department of Homeland Security's list of natural & terrorist
disasters (15
National Planning Scenarios) apply to the current "Atlantic Yards"
proposal.
The Council of Brooklyn Neighborhoods recently called
on elected officials for the same review.
