On July 6, 2005 DDDB issued a white paper titled "Terrorism,
Security and the Proposed Brooklyn Atlantic Yards High Rise and Arena Development
Project" (pdf).
The paper, by Alan Rosner and Christina Cope, concludes:
Since there has been no public recognition or cost estimates of the security
issues surrounding this project, the conclusion is that the public funding
of this project should be withheld until these matters are fully addressed.
That was 3 1/2 years ago.
Yesterday the Daily News
reported that the arena security cost has come back to bite Forest City Ratner
basically because a lack of planning.
It seems that a new review of the project's financing would be prudent. Especially
in this new Era of Responsibility.
