Ratner Spokesman Vs. Treasury Department Spokesman on IRS Regulation
Forest City Ratner spokesman Joe
DePlasco's statement on the IRS ruling on tax-exempt bonds backed by Payments
In Lieue of Taxes (PILOTs):
"We are of course very pleased with the Treasury Department regulation.
The tax exempt financing was always part of the plan for the
development of the arena and the regulation released today acknowledges
that. The regulation will help us move forward with a project that
is critical to the on-going economic vitality of Brooklyn and the City."
(Emphasis added)
As Norman
Oder reports today on his Atlantic Yards Report tax-exempt financing
was not always a part of the plan, and the IRS's regulation acknowledges no such
thing. The IRS regulation doesn't
say a word about Atlantic Yards or any other specific project.
And the Treasury Department clearly says the regulation says nothing about Atlantic
Yards. The Associated
Press
reports:
Department of the Treasury spokesman Andrew D'Souza said the regulation
that applies to projects already under way was not targeted to New York sports
teams.
